This is the same whether on the user account or my admin one. Rarely, the desktop will appear but a few seconds later will freeze for a similar length of time this is more likely if you catch the machine right after it booted up. Most often, this freeze is on the Welcome splash and will result in a frozen doughnut until (if you're lucky) the desktop shows up later in the day.
